Kibitzer's Corner
Sep-05-15  jerseybob: I'm not a flank openings maven, but it seems to me white is working at cross-purposes here. If you're playing a system with e4, the knight should be on e2 to facilitate f4. But if you're trying the Rb1,b4/5 approach, then it might be better to postpone e4. But even with all that, 12.b5 would still have been better than 12.Nd5, though after 12..ab 13.ab,Nd4 black's game is excellent. Penrose's 12..b5! is the star move.
Sep-06-15  NeverAgain: I didn't look at this game in detail but would agree with you on general grounds. After 9.e4 we have a standard Botvinnik System position in the English Opening, with the KS Knight on a non-standard square f3. In such positions the N is indeed better placed on e2, so that White can meet ...f5 with f4.

13...b5! was a timely thrust that highlighted that White's inferior piece placement and overextension.

perfidious: This mixing of systems already obliged White to go in for 9.Ne1 in Keene vs E Pedersen, 1966, followed by Nd5, to enforce b4, which looks an awkward way to set about things, but the immediate 9.b4 loses to the simple tactic 9....e4.
Sep-07-15  jerseybob: <perfidious:> I just now played over that game and even though 9.Ne1 seems best I'm not wild about white's game after 11.b4. Black's 11..Nd8 looks a little panicky to me; I'd prefer 11..Rae8, and then if 12.b5,Nd8.
