  perfidious: Were people actually taught how to play in Ohio in the past? There seem to be an extraordinary number of poor games from bygone days.

It is safe to say that Black's TN at move three is not at all likely to attract many followers.

  FSR: <perfidious> The vast majority of games played in random tournaments in Chicago, or New York, or wherever, or in offhand games, don't make it into the annals of chessgames.com. No doubt many of those games suck. But for whatever reason many such games played in Ohio, and specifically Dayton circa 1983, seem to. I suspect that Bill Wall deserves credit or blame for this. http://billwall.phpwebhosting.com/a... ("In 1983 . . . I directed tournaments in Dayton and Xenia, Ohio."). The database contains 26 games that Wall himself played in 1983, almost all of them in Ohio. https://www.chessgames.com/perl/che... Presumably Wall submitted those games, and I daresay many of the other games we see from Ohio around this time.
