Yes, 23.Be3?? looks to have been a colossal blunder. But after 23.Kg2/h1, 23...Bf5 is most unpleasant - though still better than the game continuation.

Yes, 23.Be3? was a blunder, although White is in big trouble in any event.

23.Kg2? is also bad, because of 23...Bg4! 24.Qf1 Qh5 25.h4 Be2 and Black is winning.

Best was 23.Kh1!, when Black would have had to find some good moves to prove just how bad White's game is. According to Houdini 3, Black wins with 23...Bg4! (I wanted to play 23...Bf5?!, but 24.d6! cxd6 25.Bd5 Bg4 26.Qg2 Qd3 27.b4 Be3 28.Bxe3 Rxe3 29.Rxe3 Qxe3 30.Qe4 Qxc3 31.Rf1 is equal according to Houdini) 24.Qf1 Qh5 25.h4 Re2 26.Rxe2 Bxe2 27.Qh3 g5! and White is busted.
