21..Qb4 doesn't do much, It does threaten 22..d4 (forking the bishop and knight) but white just plays 22 Rad1 Be6 (22..Bc2 23 Rd4 Qd6 24 b3 and white picks off the d5 pawn) 23 Kf2 Rc8 24 Rd4 and black is still down material (White has Rook and 2 knights for his queen) with no compensation.

21..Bc2 was correct by black 22 b3 d4? (A mistake. Black should play 22..Rc8 23 Bd4 Qb4 24 Rad1 (24 Bf6?? Qf4! is better for black) Bxd1+ 25 Rxd1 and the game is slightly better for white.
