After 63... ♔d7 Black prevents ♖c6 so the white rook cannot get back to the c file and therefore struggles to stop the black c pawn in an effective fashion. Queening is avoided after 64. ♖a6 but the white rook will find itself completely stuck on c1, giving Black enough play to draw.

Feb-13-19  Granny O Doul: I imagine it's to keep the white rook from c6. For instance, if now 64. Kxh5, ...c3 and the black pawn may go places. One sample line that I haven't checked and may be completely defective but hopefully still illustrates something or other might be 64. Ra6 c3 65. Ra1 c2 66. Rc1 Kd6 67. Kf4 Re2 68. g4 Kd5 69. Kg5 hxg4 70. fxg4 Kd4 71. h5 Kd3 72. h6 Kd2 73. Ra1 Re1 74. Ra2 Kd3 75. Rxc2 Kxc2 76.Kf6 Kd3 77. g5 Rh1 78. Kg7 Ke4 79.h7 Kf5 and Black is just in time.

After the actual sequence of 63...Rd5+
64. Kf4, White's King is in range of Black's passed pawn so she is able to offer the rook swap with 65. Rg5. Of course Black must avoid the exchange but now White has time to snap off Black's h-pawn and is able still to get her rook around in time to deal with Black's lone pawn.

It's playable but it's quite dangerous since Black's development is already quite poor; sensibly Black doesn't want to fall even more behind against a dangerous attacking player. White has several plans available to prove more than adequate compensation, like 18. ♖ae1 to size the e file (Black can never play ♖xa2 because of ♗e4-b1), or 18. c5 opening up the center and giving Black a weak pawn at d6.
