  fredthebear: The White queen does not move until 20.Qc2. Shortly thereafter she penetrates and takes over control with battery support.

The Black queen sought to avoid the exchange of queens (27...Qe6 and 28...Qh3) because White's dark-squared bishop would recapture and threaten the Black rooks trying to prevent promotion. Her defensive exit allows White to play for mate along the 7th rank.
