Olympbase publishes this exact game as one of the interesting games of the event https://www.olimpbase.org/1976y/197..., names the Black player as "Alberto Diaz," and identifies him as the same as the one who played in Haifa Olympiad (1976) in its player profile https://www.olimpbase.org/playersy/... whom we have as "Alberto Diaz."

Besides, Venezuela doesn't have a huge number of top players, so it would be an amazing coincidence if they had two named some version of "Alberto Diaz" playing for their teams at that time. (The closest name of another top Venezuelan player I can find is Alvaro Dias Huizar, but he wasn't born until 1980.)

So I'm convinced they are the same player.
