Francis (Frank) Newton Stacy was born in Downieville, California in 1861, the eldest of four children of Emily Augusta Granger (1835-1918) and George W. Stacy (1829-1868), who had married in Dupage, Illinois in 1860. After his father's death (there exists a will), Francis inherited a piece of land and grew up in Monticello, Minnesota with his mother and George's brother James Newton Stacy (1838-1929). Emily and James had two children (so six in all). Francis went to the University of Minnesota and took a BA degree in 1888. Here he met Ima Caroline Winchell (1867-1923), to whom he married in 1889. They had three children: Alice, Charlotte, and Newton. Francis worked as an editor and journalist, and engaged in politics (for the Democrats). He was running for the position as City Comptroller (1898 and 1904), and became deputy Public Examiner for Minnesota (1905-1914, the office was in St. Paul). He then moved to Washington DC and worked for the Democratic Party and in the Department of Commerce.

Known as Frank in chess circles, he was Minnesota State champion in 1901 and 1902. He played in eight Western Championships (1900, 1901, 1902, 1905, 1906, 1907, 1908 and 1909), winning 4th prize in 1901. In 1902, he was the chess editor of The Minneapolis Journal.

Carried the thirty-ninth district, which usually goes 500 republican, by vote of 2303 to 2217, as democratic-people's candidate for city controller in 1898. Organized In 1896 the citizen-taxpayers' movement which secured from the state board of equalization a reduction of $26,500,000 in the city's assessed valuation, followed by a reduction of $394,000 in the city expenditures and taxes. Chairman of the committee of three which secured from the legislature and from the people the constitutional amendment and statute providing for a home rule city charter. 1904: <Nothing further has been done at the local club toward the match between F. B. Walker and F. N. Stacy. The time limit set by Mr. Stacy, May 10, is considered too short in which to arrange and complete a match of serious play between players of the known ability of the two named and it is therefore likely that the contest will be postponed until the fall. It has been pointed out that while under the rules the winner is subject to challenge and has thirty days in which to accept there is no rule which allows the challenger to fix the time limit and therefore it is considered that Mr. Stacy's challenge, because of the condition imposed, cannot work a forfeiture of the title of club champion, if Mr. Walker does not accept.> (The Washington Times, 16 April 1904, p. 9)
