Ventzislav Vladimirov Inkiov was born in Stanke Dimitrov*. He was awarded the International Master title in 1977 and the Grandmaster title in 1982. He won the Bulgarian Championship in 1982 after a play-off. He played on the Bulgarian Olympiad teams of 1982, 1984 and 1986 and in tournaments he was 1st at Pernik 1981, 1st at Timisoara 1982, 2nd= at Plovdiv 1984, 2nd= at Varna 1987 and 2nd at Warsaw 1987. Inkiov is also an International Arbiter.

Google translate gives this as <Ventsislav Inkyov>.

So, should his name be Inkyov or Inkiov?

Well, I don't know what the contemporaneous English chess literature used from when he was active, but wiki uses <Ivkov> (see bio), as does Olimpbase:
