  GrahamClayton: Born in Ruma, Yugoslavia, to Russian refugees Dimitri and Natalie Rotov, Dr. Rotov was educated at a local Russian cadet academy, later attending college in Budapest and then medical school in Hamburg, Germany. In Germany, while living in a displaced persons camp, he met Ethel Kahlberg, another refugee, and they married, immigrating to the U.S. and Lancaster, Pa., in 1951. In 1957, Dr. Rotov interned at Ancora State Hospital, Ancora, N.J., where he eventually rose to the position of director of training. In 1967, he became deputy medical director of Trenton State Hospital, taking up the medical director's duties a few years later. During Gov. Brendan Byrne's administration (1974 to 1982), Dr. Rotov was New Jersey's director of mental health, overseeing the operation of the state's mental hospital system. From this position he led a number of reforms, including the de-institutionalization of patients into community centers. An avid chess player with the rank of international master, Dr. Rotov placed third in the 1959 U.S. Amateur Chess Championship. He also published widely in the professional and local press. In 2004, his Russian poetry was collected from emigre journals and anthologized by a publisher in Saint Petersburg, Russia.
