alexmagnus: At least Russian Wikipedia knows he is from Kharkov.

alexmagnus: Funnily, despite such a scarce information, Chessmetrics places him at number 79 in the world on the February 1901 rating list - that based on just 4 games against rated players, in which he scored 1 point (the four rated players were Janowsky, Chigorin, Schiffers and Tabunshchikov).

And if you wonder who Tabunshchikov is, this is even funnier and shows some of the curiosities of Chessmetrics. That man played three tournaments rated by Chessmetrics - London 1899, St. Petersburg 1900 and the Russian championship 1901 listed here. In those three tournaments he scored zero against rated players (over nine games rated). Which still made him #56 in the world on the July 1902 list :D

So, Fokin got his rating by beating a guy who got his rating by losing to everyone :D.

Jul-30-16  whiteshark: <alexmagnus> He also has a Alekhine/Lasker(simul)/Steinitz (simul) Number <2>:

Won vs L Fokin vs B Yankovich, 1901 who won vs S Levitsky vs Alekhine, 1913,

Haven't checked any further...
