According to Smyslov, 40..Kc7 would have saved a draw.

Botvinnik also analyzes 40. … Kc7 as drawing.

The following analysis appears in “Botvinnik-Smyslov: Three World Championship Matches: 1954, 1957, 1958”, by Mikhail Botvinnik, New in Chess ©2009, at page 209: <40...Kc7> 41.Rxa6 Rf8 42.Rxg6 (or 42.Kf3 g5 43.Rg6 Rb8=) 42...f3 43.Rg1 Rb8! 44.Rf1 Rxb3 45.Rxf3 Rb1! (but not 45...Rb4 46.Kd5 Ra4 47.Rf7+ Kb8 48.Kc5! ) 46.Kd5 Kb7 “obtaining a well-known drawn ending”.

BTW, although this blunder was the last move before the time control, Botvinnik still had 2-3 minutes left on his clock, per his comment in “Botvinnik-Smyslov: Three World Championship Matches: 1954, 1957, 1958”, by Mikhail Botvinnik, New in Chess ©2009, at page 209.
