EGADS!

Jun-04-12  waustad: This is what can happen when the clocks are running out. Zhao Xue seemed to be doing well so I switched to another game and when I looked back, it was over with an unexpected result.

Yep, a <ZEITNOT> blunder by Zhao Xue.

GM Mauric Ashley calls this type of blunder <DRAWBACK CHESS>: the <DRAWBACK> of the move 40 ♕d2-c1?? is that it <LEAVES BEHIND> the e2-entry sq for 40 ... ♖e6-e2 0-1 and White cannot stop the mate on g2.
