He did pretty well at <Kislovodsk, 1962>, outscoring <Dubinin, Tolush, Kotov, Shamkovich, Anatoly Lein> and others. I think this was a Swiss or team event though? Not sure but here you can also deduce his birthdate:

He was 28 years old in January, 1962.

I spent two hours today trying to find a photo or even basic information on him using Russian search terms.

Unfortunately there's also a famous writer named <Lev Belov> who hogs all the "google energy."

  whiteshark: <jf♕> At least Belov vs Nezhmetdinov, 1961 belongs to Lev, as it was played in Omsk 1961, too.

There are a few other Belovs, born in 1930/40 on the FIDE page, so there is no full certainty.
