Basic Site tag rules
The PGN specification calls for the Site tag to contain <City, Region COUNTRY>, where COUNTRY is the three-letter International Olympic Committee code for the country (see Game Collection: Country Codes).
If the city is unknown then just enter the <COUNTRY> code.
If no information is available for a game just use <Site "?">.
For correspondence games use <Site "corr"> and mention the type of correspondence somewhere in the event tag (i.e. "postal", "telegraph", "telephone", "radio", "email", etc.).

Proposed extensions
For historical games it is often useful to include an Empire, i.e. a governing body or occupying force, for a <City, Region COUNTRY>. Some users have extended the site tag data to include the governing body after the country code in parenthesis, i.e. <City, Region COUNTRY (Empire)>.

Another approach is to replace the country code with an Empire code (see Game Collection: Empires for examples); however this approach requires the creation of non-standard IOC/FIDE codes that may eventually collide with a newly developed country code in the future. Another problem is identifying which city is being referenced, such as Neustadt AUT and Neustadt HUN when using the AUH empire code. Perhaps they use the actual country as a region, i.e. <Neustadt, Austria AUH> and <Neustadt, Hungary AUH>, which seems to convulate things more than necessary.

Proposed Venue tag
For additional site information, such as a building (e.g. Town Hall) or a club (e.g. St. George's Chess Club), I propose using a new Venue tag to keep this extraneous information available, but outside of the Site tag. Examples:
<Venue "Town Hall">
<Venue "St. George's Chess Club">
