Tomi Nybäck was born in Järvenpää. He became the youngest ever Finnish grandmaster in 2003. With his strong 8/11 performance in the European Championship (2008), just half a point behind winner Sergei Tiviakov, Nybäck qualified for the World Cup (2009). In 2008, Nybäck won the Finnish championship with an unprecedented score of 9/9. In the European Championship (2009) he again scored 8/11, sharing 1st place in regulation, but was knocked out in the 1st round of an 11-player playoff to decide the medals. He was knocked out in the second round of the World Cup (2009) by Peter Svidler.

Since his rating before the tournament was 2587, his new rating would be 2599 and that does not sound possible with only 2590 performance rating. My guess is that you used Fide rating performance calculator http://ratings.fide.com/calculator_... that gives always strange, probably wrong results.
