George Burt Spencer, born Rutland, VT USA; died St. Paul, MN USA.

In 1900, Spencer helped found the Northwestern Chess Association, serving as its first President. This group soon evolved into the Western Chess Association, which eventually gave birth to the organizations which merged in 1939 to create the United States Chess Federation. A former state champion, he also served as President of the Minnesota Chess Association, and occasionally provided annotations in the St. Paul's Dispatch.

  Phony Benoni: Former state champion and several-time Presidnet of the Minnesota Chess Association, Spencer came up with a new world to conquer in 1900 by becoming the first President of the Northwestern Chess Association. This soon became the Western Cheess Association, which (after many splits and twists and turns) eventually led to the merger forming the United States Chess Federation in 1939.

He also claimed to have discovered what we mistakenly call the Albin Counter Gambit (1.d4 d5 2.c4 e5), naming it the St. Paul Gambit in honor of his hometown. ("New York Literary Digerst", September 29, 1900.)

Spencer was probably too ambitious for his own good. He appears to have fallen from power after 1906 when he tried to merge the Western Championship with the US Championship following the death of Pillsbury, and in the process ticked off the Eastern Establishment.
