  GrahamClayton: Spreckley (????-1898) was also a businessman, with interests in both England and the Far East.

Spreckley was a very good friend of Augustus Mongredien. Ironically, Spreckley died at age 79, March 24, 1888 just 6 days before Mongredien. The above game is misleading. Of the 69 known games between the two friends, Spreckley won 45, lost only 15 with 9 games drawn. Spreckley had a most unusual hobby for that time. He ran/walked extremely long distances, once covering 74 miles in one day (from Llanberis over Snowdon to Chester) and another time covered the 120 miles from Liverpool to Rugby in just two days.

  MissScarlett: Illustrated London News, November 17th 1849, p.331:

<"Philo-Chess," Manchester. - We regret to say the report is true; the able and respected Secretary of the Liverpool Chess-club, Mr. Spreckley, is on the point of quitting England, to take up his abode, for some years at least, among the Pagodas and Pigtails of the "Celestial" Empire. To the amateurs of Liverpool, his loss is irreparable.>

The column carried a more formal news item to the same effect, with a meeting of the club agreeing to present the departing hero with a large set of ivory Staunton chessmen.

The three Spreckley - Perigal games that appeared in the 1850 <CPC> should, I suggest, be re-dated to 1849, although an earlier date cannot be ruled out.
