In case a pick three outcome no one wagered on happens to hit, all tickets that got two out of three games right will be winners.

If your bet is tiny, it likely won't make much of a difference whether you place it 5 hours or 5 seconds before betting closes. (Indeed, with a tiny bet it's usually best to place it as late as possible so you can be sure the odds are in your favor.) However, placing a large bet with 5 seconds to go is usually unwise as you will ruin your own odds; if you make the same large bet earlier, the market will react to the change in odds (i.e. other bettors will see the improved odds for the other outcomes and bet on those instead) and you'll get better odds than you would have if you'd placed your bet later.

There are some exceptions, but the rule of thumb is: if you already know which results you're going to bet on, place your bets as early as possible.
