He promised he'd call our ISP, and during the short interim we went offline again. He finally called back and said that there was scheduled maintenance of their power-generators today which could create brief interruptions of service. Sorry about that, but it's really good news compared to alternate explanations. I was told it might happen again today one or two more times, but no later than 3pm USA/Eastern.
