There is an opening called the Slug Gambit Declined. By refusing to allow the slower player to give up the pawn, his development speeds up, but since the player is tactically weak, this helps his opponent! So, in the Slug Gambit, that poor player must give up the pawn for slower development, and he lasts longer, since it postpones the tactical mistake he will inevitably make.
