Kaarle Ojanen (IM 1952 when FIDE started to award the title ) was 13-time Finnish champion.
According chessmetrics pre-ELO ratings Ojanen was in top-100 (even if barely):

Is the list of the first FIDE IMs online somewhere?
According Wikipedia there were 94 IMs and 17 WIMs.
Eero Einar Book is likely on that list.
I though both Ojanen and Osmo Ilmari Kaila were also, but that may not be the case. |

Your argument slightly suffers from the fact that the Soviet Union joined FIDE in 1952. Yes they sent a delegation to Winterthur 1947, no team however at Dubrovnik 1950. No, they did not delay Finnish titles. |
