Completely different opening, as anyone familiar well knows.

We get it-you think Fischer's decade from 1962-72 was comprised of weak opposition and that Ojanen was a terrific player, but facts do not lie. No-one would ever have heard of Ojanen but for this game.

Kaarle Ojanen (IM 1952 when FIDE started to award the title ) was 13-time Finnish champion.
According chessmetrics pre-ELO ratings Ojanen was in top-100 (even if barely): Best World Rank: #89
Highest Rating: 2563 on the November 1966 rating list, #98 in world, age 47y11m

According Wikipedia there were 94 IMs and 17 WIMs. Eero Einar Book is likely on that list. I though both Ojanen and Osmo Ilmari Kaila were also, but that may not be the case.
Jan-03-23  Olavi: Böök, Ojanen and Kaila were all awarded the IM title after the 1952 Olympiad in Helsinki. Böök should have gotten it in 1950, he was simply overlooked, or the Finnish federation didn't pay attention.

  perfidious: Given that all these players were Finnish, the Soviets may have exerted pressure to avoid giving any Finnish nationals titles, as they were able to delay the GM title to Bogolyubov, who in other circumstances would clearly have received his in 1950 and not later.

Your argument slightly suffers from the fact that the Soviet Union joined FIDE in 1952. Yes they sent a delegation to Winterthur 1947, no team however at Dubrovnik 1950. No, they did not delay Finnish titles.
