  chessgames.com: We sometimes come across the spelling <Brownescombe> for this gentleman. Does anybody know which spelling is preferred?

  GrahamClayton: Brownscombe served a 5 year term as the Director of Anatoli Karpov's International School of Chess in Lindsborg, Kansas.

Prior to that, he was "famous" for not allowing Rusudan Goletani to compete in the US Women's Championship after Goletani moved to the US from Georgia in 2000. The ban was overturned in 2003.

Dec-27-11  King Death: How could Brownscombe bar Goletiani or anybody else from playing, other than the 3 year waiting period required by FIDE after switching federations?

His involvement in Poker should also be noted, as an example of one among many chess crossovers.
