He was World Junior champion in 1959 and was awarded the IM title the same year.

He won the World Junior Championship Final-A (1959) with an impressive 8.5/11, 2 points ahead of those tied for second. But then he got stuck. He never won the Argentine championship, or even got good enough results to qualify for the Argentine Olympic team. (He ended 3rd in the 1961 Argentine championship, but was not on the 1962 Varna team, which seems to have been built out of the 1962 championship, won by Raul Sanguineti). So, apparently, he never played in Europe other than the Junior ch. he won. He did play a number of strong tournaments in the Americas.

Perhaps he pursued a non-chess career after wining the world junior and that drove him away from dedication to chess... a rather common story, especially for players for whom traveling to Europe and competing there was prohibitively expensive given the distance and the relative cost of travel back then. When I have time, I'll try to get info and share it here and/or his bio. What I can say is that when I was growing up in Buenos Aires in the 1970s/1980s, almost no one ever spoke of Bielicki, and he was just not around much or at all. I heard the expression "hizo sapo" applied to him. (Literally, that means, "he did/made toad," and I have no idea where the expression comes from or if it was local to Argentina or other Spanish-speaking countries, but it meant that someone promising got stuck forever.)
