At the moment we have the Russian Championships running as a high-profile event; adding more lines would just be flooding the market - the bettors' money would go too many ways, resulting in small pools and worse chances to make a profit. The rules are clear and it is implied that when no one hits a bet, all bettors are refunded or carried over if practical.
