It was 7:00 am. These were contruction workers working with heavy equipment and under dangerous conditions. I guess the managers figured it was safer to provide the beer and control it then having the workers hide the stuff. Anyway a few beers in the morning makes the day go faster and makes happier workers..Cheers...
