[what is this?]

Latvian folk music composer and folklorist.1 He reached Latvian 1st category in chess, and notably drew against Fricis Apsenieks in the 1932 Riga Championship.2 His son Tenis Melngailis played in the 1939 Kemeri tournament.3

Aug-22-12  Karpova: The Tashkent Chess Club held a Winter Tournament around 1909 and E. Melngailis won the 1st prize by winning all of his 26 games! A. Nikitin came in 2nd on tie-breaks against A. Dimitrewski.

Oct-15-13  tjipa: I beg to remove the word 'Soviet' from the description of Melngailis - yes, besides being an avid chess player he was one of the most eminent Latvian composers and collectors of Latvian folk music for about 60 years, but he became 'Soviet' just in 1940, at the age of 66, upon the Soviet occupation of Latvia, which, I am sure, was not much to Melngailis' liking. So, please, he is a Latvian composer and folklorist, ok?

<whiteshark> According to the "Encyclopedia of Latvian Chess Players Vol.II 1900-2000," Emilis achieved Latvian 1st category rating, and drew a game against <Fricis Apsenieks> in the 1932 Riga Championship.

These Latvian 1st category players were no joke I can tell you.

A salty contingent pounded <Alexander Alekhine> in a simul he held in Riga in 1935. <Alekhine> scored +9-15=16, remarking that "This is the first simultaneous of my life where I have scored below 50%... the Riga players are due for recognition."

This is a difficult question, my translation may be not the best.

Google translator of "Visparejo dziesmu un muzikas svetku" returning "The general song and music festival".

From the Latvian English dictionary "Visparejs" = "universal", "general". I used word "popular" instead.

"The Festival was held from 18 to 22 June 1926. Many concerts and artistic events took place in different venues, some of them on a big open-air stage in the Riga Esplanade built specially for celebrated events. 6526 singers from 157 choirs participated in festival. The joint military orchestra, consisting of 16 orchestras with around 350 participants performed at the festival.

The sixth Latvian song festival program was the first one, which, in contrast to the programs of the previous song festivals, consisted exclusively of the works of Latvian composers."

The embedded in pdf image has bigger size and includes more pixels compare to image taken directly from the newspaper/magazine page. Processing with Photoshop will make the difference.
