Checking this page on web.archive.org, one finds the earliest version on which he's listed is Feb. 26, 2021, so he definitely passed away not later than that date and maybe close to it, since the snapshot before that (Feb. 7, 2021) does not list him.

His USCF profile shows his last event ended Sept. 1, 2012, so he was definitely still alive at that time.

Ancestry.com has a record of a Boris Men with the same date of birth living in Beachwood, Ohio in 1996, citing their own Public Records Index. And his USCF event history shows our Boris Men playing in many tournaments in Ohio throughout the 1990s. So this seems like a pretty good match.

The only flaw is, the obituary is for a person buried in Seattle, while USCF (as I cited above) says he lived in Gaithersburg, Maryland.

  beatgiant: <Stonehenge> The NYTimes column cited above by <myschkin> said he was from Cleveland, and Beachwood is a suburb of Cleveland.

Based on the above, I'm confident of the dates July 25, 1950-Dec. 8, 2020 for his life. He must have lived in the Cleveland area in the 1990s, in Gaithersburg around 2013 when his USCF membership expired, and then moved to Seattle sometime after that.
