Several tennars for giving up someone who puts the garbage outside too early, to tenthousands of euros for persistent tax-evasion. The hunt with hidden cameras for law-breakers has grown in South-Korea to a lucrative business. Moon Seong-ok even opened a school for the education of bounty-hunters, in Korea known as paparazzi. In a certain day Moon give up 1500 traffic-offenders to the police, he says. "A piece of cake, as in suburbs an extreme amount of traffic violations are made". So I sat the whole day behind a window with my camera. But that's long ago. Besides running the school, Moon aims for big violations by plastic surgeons or illegally dumping or corporate garbage. When I started, there were only 2 violations, for garbage and traffic. Now there are 360, which can be reported for a fee at several governmental agencies. The south Korean authorities board out the cop-tasks to collect more fine-mooney and save on wages. Drugstores that sell medicine for which they don't have a license; restaurants that violate hygiene-rules; every government agency has its own reportingpoint with pay-desk. Under both left and right governments the amount of reporting points increased. Moon educated, according to himself, in 13 years time 8500 students of which at least 1500 are fulltime bounty-hunters. Popular victims are universities where Korean youths go en masse for extra learning. It's a speciality of Moon, who explains two students (a housewife and a student) how they can catch them red-handed. "We are in reality really good actors", Moon tells. "Go inside and tell that your brother, son or sister really needs to be more educated for a job". He continues with more extensive instructions about gathering evidence and the use of hidden cameras which Moon hides in wallets or clothing. The goal is getting a price-indication which exceeds the lawfully standard, an often-occursing violation. "These practises ruin the 'social environment'. I once saw an elderly lady getting caught when she used the wrong kind of garbage bag for her garbage. The fine was in excess of 100 euro's. The poor people are having the worst of it. This really moves the society in the wrong direction.", tells Ku Ja-kyeong. He is the only who, without success, protested at the UN-human rights comite. Many friends and family agree with me, but are too scared to stand up due to fear, Ku explains. But Moon disposes the critical note that spying on fellow civilians leads to North-Korean situations wherein suspicion sickens the society or an oase of corruption is created. "That is typically critic of someone that has to hide something. Everyone has to obey the law. The woman that made the mistake will warn her neighbors to pay better attention. On one day I caught a driver that made 20 traffic violations. Then I realised that the system is essential for a safer society". Students, who just got a class of lying for a better society, are hardly idealistic about their new side-job. They found Moons school after hearing about stories of extremely well earning paparazzi. Role-model Moon himself is rumored to make a million euros per year. "I do this for the money", 21 year old student Park says. A better society? "Well yeah, also that a bit, but not really", he mumbles. Moon can't guarantee that many of his ex-students won't be tempted to get bribed by caught offenders. "I twice encountered that offenders offered me money, but I didn't give in. I value ethical responsibility in my classes, and have students sign a legally binding article. If they get caught breaking their promise not to get bribed, it earns them substantial jail-time". |

Then the opposition comes, takes over the majority, says 'well, haven't you just been major idiots?!' and reverses the, fairly extreme, measures. Not here; apparently the old opposition thought it was an absolutely wonderful solution to that age-old problem of having to pay police officers. So perhaps the reason for these methods isn't politically motivated but, for instance, in someway cultural. Or something different still - I don't know. Couldn't find much on the subject aside from some other newspaper-articles, so perhaps noone has really looked into it yet deeply. |

Agenda 21, and "neighborhood policing"--ratting on your neighbors for money--is included in the plans for "redeveloping" the world's cities. There's no opposition because the whole accursed thing is slipped quietly and subtly under the door, with "public hearings" that a lot of people don't know about (and the meeting is seeded with shills, anyhow), recruiting the cooperation of local government and local press, etc. There is no doubt in my mind that they mean to enslave the entire human race. If you knew me, you'd know I <hate> conspiracy theories and have virtually no patience for them. I almost lost my job, some years ago, because I refused to subscribe to a 9/11 conspiracy theory. But in this case we are dealing with bald and ascertainable facts, and not a crackpot theory. God deliver us out of their hands. |

It's an overwhelmingly law-abiding culture, crime rates are ridiculously low, especially on serious crimes. Curiously, I asked my Korean friends about this and not one had even heard about the program! I'm not sure what this indicates. I can tell you that nobody here is afraid of the police force. But they certainly used to be, pre-1980. My students view the police as friends. |

 | | jessicafischerqueen: I should add that corporate crime and government corruption, on the other hand, is outrageously common here. Ex-Presidents and ex-heads of some of the largest companies (Samsung most recently) have been indicted and found guilty of all manner of corruption, including vote fixing and massive financial fraud. This also doesn't seem to bother anyone much who I have talked to. |
