  GrahamClayton: Shamaev finished 2nd in the 1939 Leningrad championship, and qualified for the 12th Soviet Championship, which was to be held in 1940. But his dream of competing was shattered by realpolitik. In the summer of 1939, Latvia, Lithuania and Estonia became part of the USSR, and their champions were obliged to take part in the national championship. Someone had to make way - Shamaev was the unlucky player. What made it even more galling for Shamaev was that Viacheslav Ragozin was allowed to compete, despite finishing behind Shamaev in the Leningrad Championship. Shamaev never got to play in the USSR Championship tournament - the closest he got was a semi-final appearance.

  perfidious: It should be noted that Keres took part in USSR Championship (1940), along with Vladimir Petrov and Vladas Mikenas, which began in early September.

Shamaev is likely one of the least known players to make four Soviet semifinals; that speaks of considerable strength, even for a player who never qualified for the main event, given the sheer number of strong players one had to plough through for even a chance.
