Hackers use proxies to hide their real IP. They can appear to be coming from anywhere. Just login to the TOR browser and you'll see that <your> IP address (if you login to CG) will look like it's coming from somewhere else. |

Cloudflare can help, but I know of a few websites (of associates of mine) that were hacked even on Cloudflare. The site probably needs to be hardened against XSS and SQL injection attacks. Oftentimes these attacks are conducted on forms (where you must submit information) whose software is in need of an update. |
