V Levchenkov from Riga matches the name Виталий Левченков (in Russian) and Vitālijs Ļevčenkovs (in Latvian).

You can found his picture playing against me (В. Левченков - Н. Касимов) in the magazine Шахматы-Рига ("Shachmati, Riga) 1971-08, page 5.

On the same page you can found the picture of Mikhail Tal playing with Vladas Mikenas.

It was in Riga - Vilnius match, Riga 1971 (Riga-Vilnius-Tallinn teams tournament).

This picture was also published in the book of E.Paleckis "Žydai Lietuvos šachmatų istorijoje" on the page 305.

The text in Lithuanian language under the picture: "N. Kasimovo ir rygiečio V. Levčenkovo turnyrinės partijos pradžia" - N.Kasimov's and V. Levchenkov's (from Riga) game opening.
