In Germany, just after the Hitler's Nazi Socialist Party took power a system of laws were enacted that surely can be identified as the first step towards the Holocaust, all done under the guise of legality.

Zander's expulsion of Jewish blooded players was also a small step to perdition - under the auspices of this law (originally, those who were more than 25% Jewish, though later laws required much less...) :

<The legal basis for the purging of the faculties of Jews as well as of "enemies of the Reich" was provided by "The Law for the Reestablishment of the Professional Civil Service" (Gesetz zur Wiederherstellung des Berufsbeamtentums), enacted on April 7, 1933 5 . An important stage towards the final consummation of the National-Socialist revolution has been covered with the inaugural meeting at Bad Pyrmont to-day of the All-German Chess League, in which practically all the local chess associations formerly affiliated to the German Chess League have been gently but firmly brought together "under a leader" appointed by the Minister for Propaganda on behalf of "The Leader" himself. Persons having Jewish grandparent, unless they neutralize this disability by the possession of the Iron Cross or some other token of War service, will be ineligible for membership of chess clubs in Germany, the new chess leader announcing that the famous "Aryan paragraph" (which ordered the dismissal of Jews over a proportion of about 1 per cent. of the whole from the public services) would also be applied to chess, as it has been applied to tennis, organized rabbit breeding, and the like.
