In 2004 he tied for 1st–2nd with Alexander Moiseenko in the Canadian Open Chess Championship in Kapuskasing1 and tied for 3rd–6th with Igor Zugic, Mark Bluvshtein and Tomas Krnan in the Canadian Chess Championship in Toronto. He played for Canada in the Chess Olympiad of 2004

Born in Russia (Ryazan), he lived and played in the Ukraine, Israel (since 1991), then in Canada (since 2003).

GM Dimitri Tyomkin complained bitterly on the worldchessnetwork.com live broadcast of Kramnik-Leko that professional players are not respected by tournament organizers in the US. He mentioned the recent World Open where he'd been paired against some top-rated GM on board 1, but when he turned out to play there was no board, no pieces and no clock. An inquiry to the TD revealed that the players were supposed to visit the USCF store downstairs to buy some equipment first so they could play!

I believe it.

US chess tournaments are notorious for not caring about the playing conditions in the slightest.

They should have played the game blindfolded as a protest.
