Oleg Nikolaev Neikirch was born on the 8th of March 1914 in Tbilisi, Georgia. Awarded the IM title in 1957 he was Bulgarian Champion in 1937, 1938 (joint), 1940 (joint), 1943, 1948 (joint), 1953 and 1957. After finishing 2nd= at the Sofia Zonal in 1957 he qualified for the Interzonal at Portoroz in 1958. He finished 15th in this event. He also represented Bulgaria in the Olympiads of 1939, 1954, 1958 and 1960.

Jul-06-04   Ribeiro: Neikirch, from Bulgaria, played the Portoroz Interzonal (1958). He finished in 15th place, having won his games against Olafsson, Szabó, Rossetto, Cardoso and Fuster.
Feb-05-07   Mibelz: Oleg Neikirch (Nejkirch, Neykirch) (1914-1985) was one of the best Bulgarian chess players. He won 6-times Bulgarian championships (1937, 1938, 1940, 1948, 1953, and 1957). He represented Bulgaria in four Chess Olympiads (1939, 1954, 1958, and 1960). He tied for 2nd-4th at Sofia 1957 (zonal), and took 15th at Portoroz 1958 (interzonal). Awarded the IM title in 1957.

Feb-05-07   nescio: <Mibelz> I see. But the biographies are not written by the administrators, but by some designnated users. You could try to contact User: benzol or User: iron maiden on their forum to see if they know who is responsible for Neikirch's biography.
