Carlos H Garcia-Palermo was born on the 2nd of December 1953 in La Plata, Argentina. Awarded the IM title in 1981 and the GM title in 1985 he won several Category VIII tournaments in 1983, 1984 and 1985. In 1986 he was 1st= at Havana and in 1987 at Camaguey. He also played for Argentina on the Olympiad team at Dubai in 1986.
